Why don't girls make eye contact in Shopping malls?

Because maybe they don't want to run the chance of being chatted up by some random stranger while going about their daily business? It can be very annoying. I only make eye-contact with guys when I know I won't mind them talking to me. While on the street or out shopping, I would generally ALWAYS mind.
