Why Is There a 300kB filesize limit for ringtones - Blackjack II?

The only reason I can think up would be so that you can fit multiple ringtones on the cell phone. They really shouldn't be much longer than a few seconds (probably 30 seconds, max), so 300kb might not be that low of a limit for most ringtones.
